A growing rift is emerging between those who study how people behave—particularly behavioral scientists and neuropsychologists—and those driving environmental and systemic change, such as anthropologists, activists, and political ecologists. At the center of this debate lies a deceptively simple question: do small, individual actions lead to big systemic change, or do they hinder it? On one side, behavioral science is increasingly clear: action changes values, not the other way around. On the other side, many environmentalists argue that small actions risk becoming a distraction from the real work of transformative change. Both are right—but they’re speaking from different leverage points.

Let’s unpack this paradox.

The Science Is Clear: Action Precedes Value Shift

A wealth of behavioral research supports the idea that action precedes values. When individuals engage in initiatives with a collective or systemic dimension—such as joining a community energy cooperative, organizing a local repair café, or campaigning for safer bike infrastructure—they often report stronger environmental and civic values after the fact. This is rooted in cognitive dissonance: to maintain a coherent self-image, we align beliefs with our behaviors. Neurobehavioral studies show that repeated action creates feedback loops that rewire not just habits but identities. For example, someone who begins advocating for public transportation improvements may soon identify as a person committed to social and climate justice, leading them to engage further in actions like supporting policy reforms or mobilizing community campaigns.

Importantly, recent research shows that interventions correcting misperceptions about the impact of different behaviors can shift commitments toward actions with greater systemic leverage. The Climate Action Literacy study found that when people learned which behaviors have the greatest mitigation potential—such as avoiding long flights rather than merely recycling—they reallocated commitments accordingly. This supports the idea that informed actions can create value shifts aligned with more transformative climate behaviors.

In short, personal behavior isn’t just symbolic. It becomes truly generative when our actions are rooted not only in individual choices but in supporting collective change. Actions create identity, identity reinforces values, and values fuel broader engagement.

The Pushback: When Small Becomes the Enemy of Big

Yet this view meets fierce resistance from many in the climate and degrowth movements. Their concern isn’t that small actions are wrong—but that they can be misused. In the policy world, incrementalism is often not a stepping stone to transformation, but a tool to delay it. Getting an electric vehicle, installing solar panels, or buying carbon offsets are framed as steps in the right direction. But in practice, they can create what systems thinkers call a sunk cost trap. Investments in marginal improvements often lock us into status quo systems, making it harder to imagine or enact real change. This is because these policy proposals focus on individual climate actions, locking us into systems that perpetuate business as usual.

Moreover, the Climate Action Literacy study warns of an unintended consequence: focusing exclusively on individual-level interventions risks reducing support for collective action. Participants who recalibrated their personal behaviors to higher-impact choices showed decreased commitments to collective climate actions such as voting or protesting. This “negative spillover” might seem contradictory—after all, if people care enough to change their behavior, why wouldn’t they support systemic change? But behavioral science offers several explanations.

Why Does This Happen? Understanding the Contradiction

Moral licensing (cognitive satiation)

When people take an individual action (e.g. biking to work, eating less meat), they feel they have done their part. This moral satisfaction can reduce their perceived obligation to do more, especially actions requiring higher risk or cost (like protesting or activism).

→ “I already acted, so I’m a good person. I don’t need to do more.”
Focus narrowing

Interventions emphasizing only individual behavior frame climate change as a personal consumption issue rather than a political, structural one. People internalize responsibility as solely theirs, making them less likely to see systemic change as relevant or necessary.

→ “If I just make better choices, the problem will be solved.”
Perceived efficacy shift

When people focus heavily on optimizing their own carbon footprint, they may see collective actions (voting, protesting) as less directly impactful, despite these being crucial for real change.

→ “Voting doesn’t reduce my emissions today, but avoiding flights does.”
Behavioral substitution effect (negative spillover)

Engaging in one pro-social behavior decreases the likelihood of engaging in another, due to mental accounting. We treat our behaviors like a budget, allocating limited ‘good deed’ resources.

→ “I biked today, so I can skip the climate march.”
Policy framing effect

When governments or campaigns focus heavily on individual behavior, people perceive the system as delegating responsibility to them alone, reducing motivation to demand structural change.

→ “If it’s just about my choices, then changing the system isn’t needed.”

This is where environmentalists raise an important point: there is a difference between actions that open space for change and those that close it off. When small actions are used as substitutes for collective or structural transformation, they function more as pacifiers than catalysts.

Different Leverage Points, Different Logics

The tension arises not because either side is wrong, but because they operate from different leverage points. Behavioral scientists study the individual level, where small actions can lead to meaningful internal shifts. Policy experts and system theorists, by contrast, work at the structural level, where incremental change is often captured by vested interests and used to preserve existing power dynamics.

The paradox deepens when we confuse these two scales. A government policy like subsidizing electric cars might look like a positive signal, but in a world of finite carbon budgets and overshot planetary boundaries, it merely extends the lifespan of an unsustainable system. Individuals, meanwhile, may believe they are contributing to a solution by making “greener” consumer choices, even when these choices do nothing to challenge the growth-based economy driving ecological breakdown.

To break out of this contradiction, we need to reconnect individual behavior with collective goals—not just personal virtue, but public power.

From Action to Agency: Directing Behavior Toward Systemic Change

The way out of this trap is neither to abandon individual action nor to double down on personal purity. It is to reorient small acts so they contribute to large-scale transformation. In other words, we need to make individual action political again—not in the partisan sense, but in the collective sense.

That means starting with collective action to reshape personal behavior. Join a movement to ban cars from city centers, and you’ll find yourself biking or using public transportation more. Campaign for a four-day workweek and a green job guarantee, and you may naturally reduce your working hours and consumption. Fight for taxation on luxury emissions and advertising bans, and saying no to unnecessary consumption becomes easier.

These are not just lifestyle tweaks. They are collective actions that lay the foundation for a new economy.

And the best part? When people come together to drive systemic change, their personal behaviors follow. They move from guilt to agency. From isolation to belonging. From consumer to citizen.

Build the Movement, Not the Machine

There’s a crucial distinction between individual action and incremental policy. The former—when directed toward collective outcomes—can change the world. The latter, when captured by corporate interests and fiscal policy, can solidify it in place.

Buying an electric vehicle or installing rooftop solar is not the same as joining a community microgrid energy project. One reinforces the market; the other builds a movement. Carbon pricing can be used to entrench inequality or to fund a just transition—it depends on who designs it, who benefits, and what values it upholds.

The Climate Action Literacy findings underline this risk: interventions focused solely on individual action may inadvertently reduce willingness to engage in the collective, civic, or political actions necessary for systemic change. Thus, even effective behavior-change interventions must integrate individual and collective pathways.

The mistake is not in acting small. The mistake is in thinking that small acts within broken systems amount to change.

Toward a Theory of Catalytic Action

What we need is a new theory of catalytic action—one that recognizes the power of individual behavior, but refuses to let it be co-opted by corporate or state greenwashing. Such a theory would:

Start with personal behavior changes aimed at collective actions for systemic change.
Use individual behavior to build shared values, networks, and stories.
Create visible links between lifestyle choices and structural demands.
Mobilize people not just to consume better, but to confront power.

Want to change the world? Start a food co-op. Organize a repair café. Launch a community housing initiative. Turn your private concern into a public good. These acts may seem small, but they create the scaffolding for something much bigger: a society where the default behavior is regenerative, the systems support human and planetary flourishing, and the gap between values and structures finally begins to close.

In the end, it’s not a question of either/or—either small action or systemic transformation—but both/and. The key is alignment. When individual action serves systemic change, and systemic change enables individual action, the feedback loop becomes not only positive, but revolutionary.
